Clan Description: The Kugaku clan is a small, fragmented clan that desperately holds on to the past. At the height of its power, the Kujaku were a very powerful and influential clan. However, this caused the clan to fall into ruin. There are actually several factions within the clan, each with its own leader and following. This makes it hard to determine who actually holds the most leverage within the clan.

Clan Traits/Characteristics: The Kugaku clan prides itself in its lightning ninjutsu and the supposed superior blood of its members. This sometimes causes villagers of Kumogakure to jokingly call them "a bunch of pea-fowl" because of the way they flaunt their power in the village. They are usually very sensitive about their jutsu and their looks and spend almost as much time making their jutsu beautiful as actually training their bodies and minds.

Clan Personality: Whether by nature or nurture, most of this clan is very vain and proud of being a member of this clan. This nature eventually caused several different people to believe that they were eligible for leadership of the clan. This caused a fight between members of the clan and eventually the fragmentation of the clan into several smaller groups.

Bloodline Description: The Kugaku bloodline is an ancient bloodline that had been out of the main focus of power in Kumogakure until about fifty years ago, when the leader of the clan became Raikage. This caused the clan to take the center of the political and military influence. However, this got to their head. After the Raikage died, several different members of the clan tried to grab his power and influence and instead pulled the clan apart.

Bloodline limits: Members of the Kugaku clan have a weakness for flaunting their own abilities and underestimating other people.

Description: This jutsu uses the tori hand sign. The user makes the hand sign and concentrates hard on the area immediately around them, and by expelling Lightning chakra from their chakra points create a series of thin veins of elcecricity around them. This jutsu can be used to damage attackers who use taijutsu attacks, but it does not prevent the user from being hit. This jutsu, though it can cause sever electrical burns, has a very limited range.
Base Chakra Cost: 25 when activated, +5 for each post you continue using it.

Requirments: A member of a Kugaku clan.
Description: This jutsu is performed using a series of hand signs, and consumes a much larger amount of chakra if there are no clouds nearby to feed off of. In the case of a clear sky, Lightning-based chakra in the form of a bird is created and is used to remotely attack other people. The high voltage of the attack is devistating to anyone not properly grounded and can sear flesh. The damage dealt to a person or object does not create punctures or laserations however.
Base Chakra Cost: 50, +10 for each post after activation.

i was not sure about the limit. I mean I would cap it off at 5 for now because this clan is supposed to be small now that it is declining.
